Limited number of Rules

I have Outlook 2003 and have about 20 email rules configured. However when I try to enable them it displays the message "One or more rules could not be uploaded to Exchange server and have been deactivated. This could be because some of the parameters are not supported or there is not sufficient space to store all of your rules." and it only enables 5 or 6 of them

All of my rules are very similar and simple i.e. just moving emails from certain addresses into certain folders. The problem can't be because certain parameters aren't supported because some of the rules are enabled and work. If its a space problem then why can my colleagues enable 20 or more rules of their own

Any ideas?
 
You're limited to 32k of server side rules - this can't be changed. Try
simplifying your rules, nesting them, or deleting some.
 
Thanks for the suggestion. I don't mind if I have to make most of my rules client-side so I deleted one of the rules and re-created it as a client-side rule (by ticking the "On this machine only" box). When I hit Apply it still gives me the same message and disables that rule. Also, I can't seem to access my client-side rules using "Tools->Rules and Alerts" when I start Outlook offline. It gives me the message "You are currently working offline. To use this command, you must go online and connect to the Microsoft Exchange Server." I don't see the point of client-side rules if you have to connect to the server in order to see them.
 
Not 100% sure as I really don't use many rules, but I believe that Outlook
itself determines whether the actions in the rule dictate client-side or
server-side....
