Limited Administrator

Have recently installed Windows XP and have set each user
up so that their files are private and not accessible by
any other user, however, not even the administrator
account can access their individual areas which seemed
odd to me. Futhermore, someone showed me on their
computer that when they right click the file tree and
select 'properties' when in the administrator account
they get a tab which allows them to adjust security
settings such as access to various user groups. That tab
is not present when I do the same on my computer. Seems
my administrator account is somewhat limited. Any ideas
anyone?

How to access the Security tab:

For Microsoft Windows XP Home Edition, you must start the computer in
safe mode, and then log on with an account that has Administrative
rights to have access to the Security tab.
