I am working on a display for a kiosk. There is no internet connection but I
really like the way I could design the display with FrontPage 2003. Is there
a way that I could view this "website" through a browser? Also, if that is
possible, is there a way to block users from trying to access other websites
since it would ruin the display? If I couldn't use FrontPage in this manner,
is there another similar program that would work?

Create a disk based web on the machine. ( or IIS based if you need server based features )

Then open the web in IE in Kiosk mode.

For an example of how it works, copy and paste the following in Start > Run and then click
OK:
iexplore -k www.google.com

You can close the page using Alt+F4

Alt-F4 does not actually close the kiosk-mode window - it just opens the
site in a (second) screen in normal mode.
