I am the sole owner and administrator for my laptop but recently I have lost
access to some of the actions. I am not able to set system restore, access
the run command, right click with my mouse for short cut menu. I believe I
got a virus but I cleaned and then toke to a shop for a more detailed check
and they say I am clean. I get an error that I do not have administrator
access but I am listed as the administrator with full access.

It sounds like some system files were damaged by the virus. There are
two things to try:

1. Start>Run>sfc /scannow [enter]
This runs the System File Checker which will replace damaged Windows
system files. You will need your XP cd handy.

2. Create a new user profile. If everything works correctly, copy your
data over to the new profile and delete the old one. You must log into
the new profile once before you can copy anything to it and you must do
the copying in an account that is different from the ones you are
copying from and to. So if you don't have a third user account, you'll
need to make one for this process.

3. If the new profile still has the problems, try a Repair Install of
Windows:

Thank you for the quick response. I did not find any errors when I did the
system check so I proceeded to do the new user add. I notice that the new
user acct has all the functions I lost.

Thanks again,
