Can I get a dropdown menu of various titles to appear in the subject
line of a new email when a particular send to address is selected?

No, unless it can be done in code that you write for yourself.
 
The VBA experts hang out in the program_vba group.  You *could* ask it here,
but will likely get a response faster in that group.
