Limit internet use to only one http address

Hi

I am trying to deny all surfing except to one site (a search site for a
local library). If I disable dns and put the search sites ip in hosts file,
users still can surf using direct ip-addresses.

Any solutions to deny this?

Don't rely on limiting it from the PC. Set up an outgoing rule to only allow
access to that IP address for that PC on the router that connects it to the
internet. If you don't have a router, consider investing in one.
