Limit internet usage to specified users

I think I already know the answer to this, but I am
curious as to what other admins are doing. I have a
client that would like to disallow access to the Internet
for certain users. My experience with the GP tell me that
this exact function is not available.

What are my ways around this via third party solution or
GP 'workarounds'?

You are welcome. I forget this every-once-in-awhile
myself. Ace and a couple others "reminded" me a couple of
months ago. It really works well. Just make sure to use
a Private IP Address ( thus my suggestion of
172.16.15.47 ) from a subnet that you will never use.

is to place the users that you do not want to have
Internet access into an OU and then apply a Group Policy
to that OU in which you give them a "bad" proxy address.
Meaning, if you have one subnet in your environment and it
is 192.168.1.0 give them a proxy address of 172.16.15.47 (
or whatever ). Also, do not forget to disallow users from
changing the proxy address. That is the one that most
people overlook.
