Limit IE to view only 1 site.

Not off the top of my head.
There's a bigger question here though - how are you
preventing people from using things /other/ than IE, and
what is the overall goal?

Can they install anything? If so, they can probably
install Netscape/Opera/Mozilla/whatever and browse.

Can they run the 'telnet' program? If so, they can get
to a free shell somewhere and run a text-based browser.

Can they run the remote desktop client? If so, they can
remote desktop to some other machine on the Internet and
get access to IE from there.

That's just a few examples - I'm sure there's plenty
more. What's the overall goal and what have you done so
far to address it?

Use IE's "Content Advisor" feature. To find out how, type "Content
Advisor" in the IE Help program.
