Limit Control of a System User

Hello:

SYSTEM: Desktop PS with Windows XP Pro and one Point of Sale program.
I am having a tough time trying to set a system up for a full system access
Administrator and One Limited User.
When the system is turned on in the morning:
I want Two Icons on the Start up screen: One for the Administrator (with
password), and the Second for One User (password).
The Administrator signs in and has full access to the entire system if he
has to do anything with the system.
When the USER Signs in, have the system auto load a Point of Sale program
and run it.
When the Point of Sale program is running, have the Task Bar totally blank
except for the START BUTTON for shutting down the system.
What I would like to do is eliminate everything on the TASKBAR and ONLY have
the START Button without any tools or programs or any other items showing.
All I want the USER to be allowed to do is Shut Down the system at night
after Xing off the POS program.. Not to be able to do ANYTHING ELSE.

OR:

If it is possible; when the USER X's off the Point of Sale program, have the
system auto shut down then, without having to do any Task Bar actions at all.
If these actions are possible, how can I find a step by step to do them ?

Since you evidently aren't using a domain, it sounds like you're a good
candidate for Windows Steady State
