Limit amount of space used in folders?

Hi all,

I have a 700MB partition I use to temporarily hold some stuff I'm eventually
going to burn to CD. I just dump things into it until it's full, then burn
everything without bothering to verify whether it's all going to fit on a CD
or not (since I'm going to run out of disk space on that partition before
that happens).

Here's the problem. I'd like to have several of these "CD image stores" on
my machine running in parallel. I suppose I could create multiple 700MB
partitions, but (a) I don't like repartitioning "live" disks and (b) I
already have lots of partitions, and I'm going to run out of drive letters
sooner or later.

I was thinking of creating one large partition, say, 10GB, and then create a
bunch of "top-level" directories, one for each CD I intend to burn. The
problem is imposing a limit of 700MB for a given directory. I came across
the idea of NTFS quotas, but these seems to apply to disks/partitions only,
and not individual folders; even then, it seems to be based on user
permissions--I want these restrictions to be applied regardless of who's
trying to copy stuff into those folders.

What are my options?
