Limit Access to programs

I would like to create a new user account, but I do not want the account to have the ability to see or access most of the programs on my system. Please advise on what I need to do.
 
b4 u make the new account right click on start/explore/documents n settingd/(name of what u use file) hit properties n switch file to hidden to all users

You do this with setting permissions. Read the articles in "Help" about
"System Administration" and then go from there.
 
i want to pwd protect a certain folder. rt clk >> properties doesn't allow me to do that.

This is not how XP works. Setup the right permissions for this. Read
the "help" articles about "System Administration" to learn more.

If you must use password protection, purchase a 3rd party add-in product
that does it this way. But this is completely unnecessary.
