No, there isn't. However, registration only costs $10 for commercial
use and he does give discounts for more than one licence.

SlowView is one possibility (PW2003) - It's been discontinued (LFW v 1.0
RC2):

www.slowview.at will be available till
December 2004. Then the website will be
closed. Further, there won't be any updates
to SlowView anymore. But of course you can
keep using SlowView as long as you want to!

Look at Firegraphic. Another good one is Cam2PC. Both these viewers have a
nice suite of utilities for wrangling digital photos.

A very nice plain picture viewer is Imaginate. No bells or whistles, just 1
small EXE file.

Moon Software made Multimedia Explorer freeware awhile back; supposed to
have some issues with XP but I never noticed any. Good product and now free.

WOA!!!! That's not it!!!! :)

Yea, I'll grant you that Imaginate doesn't google straight up. And their web
page http://www.geocities.com/thexagon/ seems to be down to boot. :\

There's a link to it on my page too.

Maybe it will work by the time you find this. Isn't modern technology
wonderful?

P3dO Explorer seems to be
"P3dO Explorer is freeware. Although close relative to P3dO Explorer
pro it is in no way a demo of the later. No trial period, no demoware
: completely free of use unlimited image viewer."

No restrictions mentioned

http://www.focussoft.net/Viewer.html
Focus view - another multipane one
No restrictions mentioned

http://www.snapfiles.com/Freeware/gmm/fwviewers.html
Carry on looking at Snapfiles - a goodly list, and so far, everything
I looked at apart from IrfanView and XnView don't seem to specify any
restrictions.
