Lightning Animation

I have a picture to which I would like to add a lightning-looking animation.
The picture is a flat brain and does not include any lightning-like features,
so I would need to draw lines and then animate them. I have drawn lines that
will be sufficient, but I cannot work out a good animation scheme to make
them "crackle". Any suggestions?
 
You might use the Wipe and/or Peek In effects then set them to reverse and
repeat (in Effect Options and Timing). Layer the lighting bolts, use
different sizes and slight color variations
 
You can try drawing the lightning, then add Emphasis > Blink effect onto the
tail of the lightning. Have the blink effect set to 0.01 seconds and repeat
around 3 times.

You can also set the background of your slide to black, then add a white
rectangle that covers the entire slide. Similarly, add the blink effect onto
the rectangle to make it look like flashes.
