Light colored row in form header

In many of the templates (e.g. sales pipeline) there is a light colored row
behind the controls in the form header. What is it?? It is not the
background color and it is not a control. It looks like a rectangle, but it
cannot be selected. How did they do that?

Also, there is a set of do-nothing "layout_labels" in the detail area just
below these form labels - why were they needed?
 
In case others are searching, I found part of the answer. This and many of
the access templates use a picture to obtain this visual effect. You have to
copy the picture from another form (or copy the form) to get the same effect.

.. . . sigh - why put something so non standard in a template.

I still have not found a reason for the "phantom layout_labels" which seem
to serve no purpose.
