In help it says:
When Terminal Services Licensing opens, it automatically finds all license servers in your workgroup or domain.

is it possible to use a server on a different domain? I would rather not have to buy more licenses for this server if i dont have to.

I can connect to the licensing server but when i close Terminal Services Licensing it removes itself.

Are you running W2K? If so, check the
Windows 2000 Terminal Services Licensing FAQ

Q. Our division wants to install a Windows 2000 terminal server,
but our servers belong to a Windows 2000 domain that we are not
administrators of. How can we setup a license server if it needs
to be running on a domain controller?

A. Using the instructions in the Microsoft knowledge base (KB)
article Q239107 it is possible to direct a Windows 2000 terminal
server to use a specific license server outside of the domain.
