i have a single win2003 server running terminal server. it is the license
server and it is active.
have unlimited device cal and 2 10 user cals.
additionally, there is a temporary device cal folder in the license server
manage window.
the issue is all users continue to connect using the temporary device cal
and they are now begining to expire.
i have just changed the license mode from device to user. one user who's
temp device cal expired is now able to connect but, i do not see an
indication in the users cal folder that the user has a license.

my questions; i would like to use the unlimited device cal, do i need to
install a license on each pc connecting remotely or should this occur
automatically, what is the process?

The "unlimited device cal" are in fact called "Existing Windows
2000 ....". The important part is 2000 here.

These licenses are only for W2K and XP Pro clients that connect to
a Windows 2000 Terminal Server. In such a situation, a free TS CAL
is issued from the unlimited pool.

Since you run Windows 2003, you cannot use these licenses.

You seem to have solved your real license problem, which was that
your purchased licenses are Per User and the Terminal Server was
configured to use Per Device.
Now that you have changed mode on the server, user will be able to
connect again.

The fact that you cannot see their licenses being issued is
because Per user licenses currently are unmanaged. That means that
the available license count does not decrement. You have to keep
track of the number of used licenses (= nummber of user) by hand.

This behaviour is expected to change with the next ServicePack.
