Licenses on a Per Server basis

We have a small network with 21 PCs and one Win 2k Server. We have 21
CALs to allow all PCs to be logged on simulatneously, but today we
have had a few problems with PCs being refused a connection.

I checked the server and it showed that we are using 28 CALs which
would explain the refusals. What I can't understand however is where
it is getting 28 from if we only have 21 PCs, and 2 of them are
switched off at the moment.

Is it possible that it is counting some of the connections more than
once, thereby creating a false picture? How can I fix this?

You really can't. The license logging service does not work as expected. You
should stop and disable the service and manually keep track of your licenses
as if in per seat mode.
