Licenses being assigned to deleted users

I have had to go into Licensing services several times to revoke licenses and
delete users that have long since been deleted from Active Directory. These
are users that have left the company, etc., and have not accessed the network
or email in some cases over a year. Yet, I go back a week later and they are
taking up licenses again. I cannot figure out why this is happening. How does
a license get grabbed by a non-existent user? The user was legit at one time.
Any help would be appreciated.

I recommend stopping the license logging service and disabling it. It's
buggy and isn't mandatory, unless you're running SBS. Keep track of your
licenses manually.
