We do have a terminal service server. It's only purpose
is for users to logon from home through the internet. My
question now is the following. Can I use Windows 2000
Server Internet Connector License for these users to
logon to that server or should I get Terminal Serices CAL?

Internet Connector licenses are only meant for external users.
I think you'll need TS CALs.

Q. Who qualifies as an External User?

A. An external user is a person who is not an employee, or similar
personnel of the company or its affiliates, and is not someone to
whom you provide hosted services using the server software.
