License question - what does it mean?

What does it mean when buying an OS and it says - 5 user license? Does that mean you can only add 5 users to the local machine?
 
MS licensing is complicated to say the least.

The basics are:

When you buy a server operating system (such as Windows 2000 Server or
Windows 2003) you need an actual license for the server and also Client
Access Licenses (CALs). A CAL allows you to connect a client computer to the
server. So a server package which comes with a 5 user licence means you are
legally allowed to connect 5 client computers to that server. Note that each
of these client PC's needs its own licence for the operating system it runs.
