License Issus

Hello Engineer:

Recenlty My Company Plan use the Terminal server to
Provide 18 User to Login.
If my Windows 2000 server have 10 "Per server" license
already! and now may i still need to buy 8 license for
Windows 2000 and 18 License for Terminal service Lincense?
or just buy 18 Terminal Service Lincense?
