licencse agreement appears each time I start office

On windows vista I have installed office 2003 but each time I start an office
application the microsoft licence disclaimer appears. This happens even when
I press the accept button. How do I stop this appearing again??

I believe you need to log on as administrator, start an app and accept the
EULA, then log back on as yourself (regular user).
