I used to have some sites marked that had a selection of tools for
writing books, and plays, that were free. I lost everything when I had
to re-format my hard drive.
One program you might have seen linked would be RoughDraft.
http://www.rsalsbury.co.uk/rd.htm
It is a richtext editor (sans ole/pics). Tabbed interface. It features a
side-panel, one of the panes being an explorer browser. One of the primary
ways it suggests to gear towards fiction writers has to do with its choice
of three automatic formatting modes. The special ones are called Stage Mode,
and ScreenPlay/Radio mode. They involve paragraphs and tab indent style
presets, and affecting tab key use in a special way, for dialog indentation
and related.
Other features listed on the site. One small note, tho. Don't get your
hopes up too high about where it talks about the HTML export. The results
are not so disastrous as with some programs I've seen, but the convertor
it uses is the quaint IAW thingy (vintage '95?) from MSFT.

Does anyone know where I can find free writing tools?
Probably this question as stands is enough for other people to give
suggestions, so I'll leave it as is. For my own part, I'd need you
to expound. You need dictionaries? Formatting tools? Outliners? A
word processor? I know you mentioned writing plays, but the longest
play I ever wrote was two pages, so I cannot guess what kind of tools
are best suited for that orientation.
