Letting a end user edit the active directory

We have created several hidden distribution lists and we would like to
have the individual departments maintain these lists. Is there a way to
let an end user just see a part of the active directory and edit it? Or
is there another way that I don't know of to edit it through the global
address list even though it is not visible?

Make the user, or group, manager of the DL.
Open the DL and click on the "Managed By" tab. put in your user or
group in this field. Then they can manage it in Outlook, assuming they
are set up with Outlook in Exchange server mode.
