I could use some help with the legal notice. IThe problem lies with
formating the LegalNoticeText to my needs and allowing for a fairly large
LegalNoticeText.

would it be to my advantage to have the LegalNoticeText entered in HEX
format to save space? If so how can I convert the this small doc I dont want
to do it myself.

I don't quite see how that would save space.

What is it you need to do? You can force linebreaks for "formatting
issues". If you want "fancy" (fonts and such) then legalnoticeTEXT is
not what you want.
