If I create a database that is useful for a certain type of task (medical interpreter services) and I want to release a version of that for free to the world is that OK? I will just release the .mdb so that anyone who has Access can use it. Since they have purchased Access and I am only giving them my intellectual property is that OK

I am not violating any rules right?

Should be fine. You created it, you can do what you want with it. Include
some copyright info, as well as verbiage that if it messes anything up, you
cannot be held liable.

Correct. The files you create are your property to do with as you wish,
provided that you are not distributing copyrighted material. If you have the
developer's edition, you may even distribute a runtime version of Access and
the additional files required to run it.
