Legal notification at logon

We are working on a windows 2003 domain with XP Pro. on
all of our desktops. I would like to be able to push down
through policy a legal notification that the user would
see before they logon only once. I also want to be able
to track if a user accepted these terms. Does server 2003
offer any thing to help me or does any one know of third
party software to do this.
 
Server 2003 and XP Pro provide the ability to show a warning banner prior to
logon. This can be set via group policy under Security Options. There are
two settings that are something like:

Message text for users attempting to log on
Message title for users attempting to log on

The user will have to press OK before logging on. If you are auditing
logon/logoff you can see the logon in the log. However, this will come up
every time any user logs on. I don't know of any way to use this capability
to only come up one time for a given user.
