In the older versions of Word, you could click a lock to lock down a form
and unlock it for editing.

Is there a legacy equivalent of this? I don't want to have to type a
password in protect document to accomplish this if possible.

Yes, the same lock icon is still available to be added to the Quick Access
Toolbar, but it isn't anywhere on the ribbon. Click the down arrow at the
end of the toolbar and choose More Commands. Set the category to either All
Commands or Commands Not in the Ribbon, select the Lock command, and click
the Add button.
