PowerPoint is pretty much freeform and you have full access to the entire
slide. I would use a guidline set on a grid location and set objects to
snap to grid. See View > Grids and Guides.
My problem is when printing, print with Frame Slides, the left margin is
different when printing at my college and printing at my home. I've set the
printer properties to default, but the margin is still different. Any ideas?

Do you mean that when you print full slides, there is a wider white margin
at one end? That has nothing to do with PowerPoint. It's the printer. See

Thanks Sonia, thats the problem I'm facing, just want to ask a question, if
both are A4 size printer, but one is laser, the other is injek, will the
printout be the same? as the link you gave only mention about injek printer.

The same thing can happen on a laser, Jason. But the printout may not be
the same. The print area is dependent on the printer itself and the
extra area it needs in order to "grab" the edge of the paper.
