What permissions do I need to BIND to the directory using LDP? Do I need to
be a Admin to do this?

Yes. Domain Admin or EA.

You can bind as any valid Windows Principal. What you can and cannot view
is determined by permissions on the directory objects.

You don't need to be an admin. Authenticated Users are able to read large
portions of the directory. You will need to be an admin or have delegated
permissions to be able to modify objects (write properties) though.
