LD fax in XP Pro using a calling card

I am trying to use XP Fax to send a long distance fax with an ATT
calling card. I have set up a calling sequence, but the fax service does
not seem to use the sequence and the call ends up with no answer. I can
get the fax tones when I use the same call sequence on a phone using the
same phone line. I am aware of the canonical phone requirement.

I was successful in sending a LD fax using the same calling card on
another machine a few months ago, but I must be missing a step on this
newer computer.
Any suggestions would be appreciated
 
To ensure that the Fax Service will invoke your dialing rule correctly,
make sure that the phone number to which you are sending the fax is in
"international format" or "canonical format". Details on how to use
international format to invoke dialing rules are available here:

Be sure to include long enough pauses between password, phone number, enter
1 for English, etc. If a tone is sent before a prompt ends it is ignored on
some calling card systems. I do not recommend the "wait for voice prompt to
end". Use actual seconds.

I got it to work. I had to check access code and area code in the
destination step. I had only selected area code. It showed the number in
the canonical form when it tried to fax, but nothing happened. Setting
the access code as well on the destination phone number did the trick.
