Are LCD monitors easier on your eyes for reading on the PC?

Yes.
Look for a monitor with 500:1 or higher contrast ratio and 8ms or lower
response time. Also look for one with DVI input - the really cheap ones only
have VGA input - of course your graphics card needs to have DVI output too.
VGA connection to a LCD screen isnt great and often causes a slight double-
image on text.

It could depend on the specific CRT you compare against. A
good CRT has better contrast but worse per-pixel accuracy
(even on rare CRTs that use DVI) but a good LCD has
reasonably good contrast.

Some people find LCDs too bright for extended reading
comfort, but it is usually a matter of tweaking adjustments,
so long as it's contrast is high enough.

Some people may confuse "easier on eyes" with "esthetic
preference", that the per-pixel accuracy of an LCD is a bad
thing because they prefer the smoother characters produced
by the inherant blurring of a CRT's pixels. It can indeed
look more like hardcopy/print, but the per-pixel contrast is
lower opposed to the brightest vs darkest contrast ratio.

So it can go either way, depending on the monitors compared.
in general I find it easier on LCD, but exceptions wouldn't
be hard to find.

What makes you think that they are comparing LCD to CRT? Maybe they want to
know if LCD is better than paper copy.

Depends... Anything is better than the "nothing" that you are comparing an
LCD to.

I think it because of that part about "on the PC".

I suppose they could have meant using post-it notes on the
PC, but I assumed not.
