layout images on page for printing (like Paint Shop Pro?)

Paint Shop Pro has a nice "Print Layout" feature. You click on File | Print
Layout, and then you get a window where you see the open files in thumbnail
view on the left, and the image of a page in the main part of the window.
Then you can drag any thumbnail(s) to the page for printing. You can
position the dragged image anywhere on the page, and resize it. You can do
this with as many images as you want to fit on the page. When you're
satisfied, you print the page.

Is there a freeware program with a comparable feature?

You might want to try Iomega's Foto Printer.
