launching a URL from the desktop

If I drag a "favorite" from the IE Favorites menu to my Windows desktop, then
when I double-click the favorite from my desktop to launch the web page, the
new IE window opens in the background of any other windows that are open. Is
there any way to change that behavior? I'd like to be able to copy a favorite
to my desktop, double-click it, and have it open in IE in the foreground.

Note (in that article) that TweakUI can make the registry edit, if you don't
wish to do it manually.

The UNDO file at http://www.kellys-korner-xp.com/xp_tweaks.htm (line #66
right-side) makes the same registry edit.
