Launched application is not immediately visable-- while connected to ISP via dialup.

Windows XP Home Edition Version 2002 SP1 (HP Pavillion ze5300 series)

1) I <CTRL><ALT><DEL> and launch the Windows Task Manager (so as to
see what's going on).
2) I launch several applications (Browser, Word)- they run properly.
3) I dial-up and login to an ISP.
4) I launch an additional windows application but the application does
not show on the screen, however it does show as a runnning task.

Comments:
1) All tasks run prior to the dial-up step still run properly
(Browser, Word) so the system is not exactly 'hung'.
2) After a period of time the invisible application suddenly appears
and works properly (after a wait of 5-30 minutes).
3) Arrrrrrgh !

Among the things I have tried:
1) Replace the internal modem (Conexant 56K ACLink) with an external
Zoom modem-result the same.
2) Download and run 'Spykiller' thus removing all detected
spyware/adware.
 
What actual application is doing this to you? Does it use network
connectivity such that it may be pausing itself trying to get information
over the network or is it IE and Word that are not launching immediately
when you are connected?
