Launch task bar next to start

Hello,

To add icons, drag an icon from your desktop/start menu to the toolbar. It
should appear there.

To delete icons, right-click the icon, click Delete. You can also drag the
icon to the Desktop to move it to the desktop.

Do you mean the Quick Launch toolbar? Unlock the Taskbar (if locked) by
right-clicking on it and deselecting "Lock the Taskbar". Then right-click
on the icon you want to delete and choose "Delete". To add icons, simply
right-click/drag/copy from the Programs menu or the Desktop to the Quick
Launch bar.
