Can someone help me ID this problem with an HP Laserjet 4+.

This Laserjet 4+ is used mainly for text and prints all pages with a
background gray tint that goes right to the edges of the page.

On a given page the gray varies and is in stripes. The grey background
varies from page to page.

All text print is fine.

It is used in the UK (if that makes a difference on voltages).

Have you replaced the toner cartridge?
Most likely cause.

I'd replace the toner cartridge first; that printer has a lot of parts
actually *in* the cartridge.

But the 'grey' rather than black makes we wonder a bit. Could be the
transfer roller. This is inexpensive and replaced in a minute. Take out
the toner cartridge and look down to the left for a shiny metal shaft
(horizontal). Hook that out and the roller comes too. But don't touch
the roller with fingers...

Oh, you hook the shaft out with the hook on the end of the cleaning
brush...
