I have users who need to be able to scale the print down
to 90%, but since loading the XP drivers the effects tab
is no longer available. I removed it and then reinstalled
the HP versions of the driver and the effects tab is still
no longer available in the printers properties window.

I assume that you mean clicking on the "printer properties" button in
the usual Print dialog box. If I go to Start > Printers and Faxes and
right click on my HP LJ 1300 icon (same driver as 1100, I think), the
context menu shows two choices: "Printing preferences" (which has the
Effects tab) and "Properties" (which does not). I have the latest hp
PCL 6 driver installed -- are you using the PCL 5 or PCL 6 driver?

Also, try "completely" uninstalling the printer software by using the
directions from MVP Cori Bright:
http://www.coribright.com/windows/Article One.htm and then install the
hp PCL 6 driver.
