Large "To" lists for emails and appearance

I would like to generate mass emails for up to 800
prospective students of the college I work for. I don't
want to have a bunch of names showing up in the "To:" box.

What is the best and most efficient way to create a
massive email list? And how can I ensure that prospective
students (recruits) get the feeling that they are special
as opposed to being 1 of 800 people on the "To:" list?

You could try doing a mail merge between Word and Outlook if they're the
same version (e.g., both 2000 or both 2002)...or you might want to try
one of the many 3rd party mass mailing programs available. For a
recipient group that large, the 3rd party solutions might work out
better for you, and the results might be more professional as well.
