Large setup.inf file

My windows/system/setup.inf file is 4Gb in size (yes 4
Giga bytes). 1. Is this normal? 2. How do I make it
smaller? 3. How do I stop it from growing so large?

I have fixed the file using a program called PDT-Windows
which does not try to load the file into memory. I would
still like some idea as to why it happened.

It happened on Windows XP Home SP1a.
