We have a user with a laptop that travels between our
offices. When he plugs his laptop into the network at each
location it is not automatically pickup up a new IP
address for the DHCP servers. He has to use IPCONFIG to
Release then Renew and it works. What could cause this
type of behaviour?

He probably has a valid lease from site A when plugging into site B and then
vise-versa. Shorten your lease times if possible or you could also create a
script to release his IP at logoff.
 
Does he have the laptop turned off first and then plug into the network and
then boot up? If he has the laptop turned on and then plugs into the network
it may not look for a new address until he lease expiration begins it's
polling process for a new lease. If he plugs in first and then boots up the
computer it should check it's lease during boot and may force the refresh
that your looking for.
 
Correct, a lot of sales reps I used to know loved the big purple/blue
suspend mode button on their laptops (maybe it was all they could
comprehend) because they could quickly boot up for their next
presentation......but they were not really booting up. I had to teach them
how to shutdown and bootup properly using the power button, not the suspend
button, when it was necessary.

connection at the new location. After that is done he
powers up his laptop and attempts to log onto the network.
He is unable to connect to the network and check e-mail
until he issues the IPCONFIG /Release and IPCONFIG /Renew
commands. We have his testing with pings to see if his NIC
is working and if he can reach anything. It is only after
he renews that he can connect to network resources.
