Laptop won't power on

We have a Dell Inspiron PIII 900MHz laptop that will not power on. The power
(DSL5) and HDD (DSL4) lights come on, then the lights with lock icons, one
with the letter "A" and the other with a down arrow in it, (DSL1 and DSL2)
come on, the HDD starts up and the computer powers off. The case fans never
start spinning before the computer powers off. We removed the HDD and tried
again with the same result except for the HDD part. We have reseated all
components, changed the CPU, tried to power on after removing all of the
peripherals and reassembed the computer many times. Any help to get this
laptop powered up and running is deeply appreciated - Aidan

Really trying not to be a smartass, but thats pretty much the way they act
when the batteries are low. Any chance? Failing that, there might be
something wrong with the internal power supply circuitry which is leading
the machine to believe its batteries are low.
 
Thanks Norm. Even when I remove the battery and go on AC power only, the
computer won't start up. It would be GREAT if it was a lw battery! Thanks

Possibly the CMOS battery has died. Remove and replace.

result of the CMOS battery being low. Some that would not boot because they
