Laptop SpeedStep not enabled?

I have a Compaq Presario 2500. The CPU seems to be running always at
1.99Ghz. And the fan is constantly at high speed. Power options is set for
Laptop / Notebook. SpeedStep for Pentium4 should be included in Windows XP
but I am not sure why it does not seem to work. Any ideas?
 
SpeedStep is NOT part of WinXP.

It is supplied by Intel through the manufacturer of
your notebook and often customized by the notebook
manufacturer to interact in a very specific way with
the hardware it's used on.

Is the icon for it present in the SysTray?

If not, Compaq support is the place to go.

Also use Task Manager to see if you have some process running
the hell outta the CPU. If you do, that's the problem, not SpeedStep.
 
If you are on AC power, the CPU will always run at full speed. It only throttles down when on
battery.
