laptop not turning on

If it won't turn on at all then call the PC manufacturer's support. Does it
to turn on with the battery connected? Does it only not work when you are
using normal electrical power? The problem could be any number of things
from something as simple as a fuse to a dead power unit.

As it is a few months old it is still under warranty so let the PC
manufacturer sort know he problem and let their support people fix it.

This has nothing to do with Windows. Call the manufacturer for a
repair or replacement under warranty.

I had two identical Acer laptops, one of which is 2 and a half years old.
After a few months one of them would not turn on. After removing the battery
and waiting a few hours it would turn on. I got my money back for the faulty
laptop. (Purchased from Costco in Canada).
