You might want to try what I use--a little freeware background program
called AllChars. This lets me type many common special characters (many of
these are used in other languages) by pressing the ctrl key followed by a
two character mnemonic combination.
For example, for ñ the two characters are ~ and n. For ç it's c and , For ü
it's u and "

Following a recommendation in this group, I downloaded and tried
Allchars a couple of months ago. I like it, but there's something not
quite right in its keyboard handling.
For instance, Ctrl-W (pressed simultaneously, not one after another
as Allchars expects) now fails to close a browser tab. And when I
used Allchars' macro facility to enter user name and password on
login screens, sometimes it worked just fine and sometimes it locked
up the underlying program.
Also there was some sort of contention issue on my work computer --
some Microsoft programs would respond much, much slower when Allchars
was running than when it was not.
I didn't uninstall it, but I did take it out of my startup group. I
now have a keyboard shortcut I use to activate it only when I need to
do heavy work with accented characters, the when finished that task I
exit Allchars again.
