If the Dell CD is a proper WINDOWS CD and not a recovery CD, and is of the
same type as on the laptop, ie OEM or retail, Home or Pro, then the answer
is probably. If what you have is a Dell recovery CD then the answer is
almost certainly No.

You need *no CD* to reboot a PC. All you really need is power and a
working PC.

There is also the concept of the hard reboot and the soft reboot. Hard
meaning to completely power down the system - soft meaning to restart the
operating system - power may or may not be removed from any/all of the
machine in question during the reboot.

If you want to install anew - a fresh/clean install - then you do need the
installation media. Being that you have systems that came with OEM licensed
versions of the OS - you may/may not be out of luck with what you currently
have. The Dell CD may be setup in such a way that it detects and will only
install on a Dell PC. It also could be a restoration CD and not a true
installation CD.

What you really need is a generic OEM version of the Windows XP edition that
came with your HP laptop - or better yet - contact HP and see if they will
sell you a replacement restoration set.
