Languages (international) for Vista

I'm about to buy a new PC in Turkey on which I guess Vista will be
pre-installed in the local (Turkish) language.

However, I want Vista to be in English.
Is the English version included in the install ie will I be able to switch
to English?
If the answer above is "yes", then:
1. does this apply to both the Basic and Premium versions?
2. How do I switch?
3. Will it be necessary to reinstall?

If the answer is "no", then:
1. can I insist my supplier offers an English OEM instead of the Turkish?
2. Will I have to pay extra?

There are restrictions on changing languages except in Ultimate or
Enterprise editions, see:

You would have to purchase an English language version seperately.
