Windows XP is written in specific language versions, therefore one
cannot change it from one language version to another. You'll need
to purchase a "Full Version" of Windows XP in the language version
you desire, reformat your drive and install it "clean".
Or if you have an available empty drive or partition, you can install
another "Full Version" of Windows XP in a different language version
and create a dual-boot configuration.
It's actually written to be language neutral. The English XP is the base XP and can support any language.
BUT MS will only sell the extra language files to large customers. This is so they only need one base copy + language files to equip offices in many countries.
To accuire these files you must be volume licensed (min 5 copies of XP and MS has the right to enter and audit). Note volume licensing is confusing
