language translator (jap/chinese)

hello out there, i would like to know what i have to do
to to be able to go to a foreign web site (hk.match.com)
and get it in english? i went to one of my friends comp.
and a window popped up "internet explorer install on
demand" and it changes the characters into eng. but i
never get that choice=( can anyone help me. thanx.
