Language Bar configurations

Windows XP SP2, modified to run as a (only semi-secure) kiosk -- the shell is
set as firefox.exe instead of explorer.exe

Problem the first: can the language bar be displayed if explorer.exe is not
running?

Problem the second: provided the answer to the above question is 'yes' (even
if conditionally so), I would like to tweak the language bar so that it
*cannot* be minimized to the taskbar, since the taskbar will not exist. I've
already added the necessary registry setting to ensure the language bar
cannot be closed, but I have been unable to find whether there is a registry
key to prevent it from being minimized.

Any help on these topics would be greatly appreciated.
 
For the benefit of the community, I thought I'd update the status of this
issue: yes, the language bar can exist in the absence of explorer.exe -- it
must, however, exist as a service. 'sc.exe' is not sufficient for this ...

The other part of my initial problem, however, still exists. I need a way
to prevent the language bar from being closed or even minimized, and I'm
prepared to try just about anything, no matter how sketchy (reg hacks,
whatever). I know it's possible to hide *some* of the buttons on the
language bar, but I want even the 'minimize' and 'options' buttons to be gone.

Does anyone know if this is possible? I'm open to ideas, thoughts,
suggestions....
